Starting a business in Saudi Arabia is a great move right now as the market opens up to foreign trade. Still, you have to look at the real price tag before jumping in. Knowing your actual Saudi Arabia business setup cost early on makes it easy to handle your budget without running into surprise bills.
The online portal provided by the Saudi government simplifies the process of starting and managing your business in fact. You can complete most of the steps through official web portals. However, you still need to pay for licenses, an office and employee visas.
This guide details all the main costs you have to cover to establish your company in 2026.
Foreign owners are mostly opening a Limited Liability Company (LLC). The best part is you can own 100% of this kind of business. None other than state licenses, an office rent and work visas mostly eats your basic setup cash.
Budgeting early will not only protect your business from the hazards of bankruptcy [3] but also allow you to operate up and running in time.

An investment license is required for any foreign company wishing to work in the Saudi Kingdom. This is obtained from the Saudi Arabian Ministry of Investment (MISA). The license enables foreign owners to operate their businesses without a local partner.
The first year cost of your misa license has a state discount. For instance, in year number one you pay a fixed charge of SAR 2,000 along with an admin fee of SAR 10,000. So you now have SAR 12,000 for your first bill.
The Licence is renewed in the second year with a License renewal fee of SAR 62000. However, for certain firms that establish core regional offices, they can obtain lower fees depending on their agreements with the ministry.
Once your MISA license is obtained, the next step is to register with the Ministry of Commerce (MC). This step is optional, however it legally establishes your company in the country and protects your brand name.
Most of the registration process has become online through the SADAD bank system in which you pay regular company registration fees. It may cost as low as SAR 1,200 each year by work type and no branches for your basic Commercial Registration (CR).
You also have to prepare and sign your Articles of Association (AoA) on the internet. The online signing fee costs between SAR 500 and SAR 1,500. One of your requirements is to be a member of your local Chamber of Commerce which would cost anywhere from SAR 2,000 to SAR 10,000 depending on the capital size of your company.
It is your responsibility to ensure that your tax and social files are completed before bringing in staff.
And that pays the normal business registration fee — keeping your legal papers active, preventing you from spending fines.
Laws in Saudi Arabia state that every registered company shall have an actual physical office in the Kingdom. You are not allowed to use a home address. You cannot create an artificial desk either.
All the office rental deals have to be registered through state Ejar. An Ejar deal links back to your Commercial Registration and justifies the reality of your office.
It is better to shortlist a budget of approx SAR 25,000 – SAR 80,000 p.a. that you have to pay for a small office or business center room in Riyadh, Jeddah or Dammam.
For example, Iqama is a residency card that you need to live in the country and operate your business. You can start as an investor or become the full-time General Manager.
A Saudi investor visa basic costs approximately SAR 10,000 to SAR 14,000 annually. The total fee consists of your work paper from Qiwa, entry visa from MOFA, medical checks and plastic Iqama card comes under Jawazat.
And if you wish to stay in the Kingdom with no sponsorship from a corporation, then you may apply for a Premium Residency. The ticket for this program is SAR 100,000 per year or one-time flat SAR 800,000 for life.
Total Visa Cost = MOFA Visa fee + Qiwa Work Paper + Jawazat Iqama Card + Medical Insurance
Employment of workers means working according to the Nitaqat plan, a program run by labor office. Nitaqat forces the private companies to recruit local Saudi employees for specific positions.
Another thing is you also have to set aside bucks for the expat worker tax. If your company employs more expats than Saudi citizens, the government will impose a levy of up to SAR 9,600 per year for each foreign worker.
Nitaqat High Score helps your business in two ways; protection from fines and keeping the visa doors open.
If all goes well, establishing a business in Saudi Arabia will be a degree of ease. It saves the extra work you might need to do on the web portals and you will not have to pay a penalty for making mistakes.
